Ministry Mandate:
The Ministry of Public Works, Reconstruction & Housing is entrusted with the critical responsibility of planning, managing, constructing, and rehabilitating public buildings and infrastructure across the Federal Republic of Somalia. This includes, but is not limited to, government offices, roads, highways, bridges, housing developments, public utilities, land plots, and other strategic assets owned by central and regional authorities.
As the primary custodian of national infrastructure, the Ministry ensures that all public works are implemented with efficiency, transparency, and sustainability. It plays a central role in setting national standards, overseeing project execution, and safeguarding the integrity and quality of public construction and maintenance efforts.
In addition to its developmental responsibilities, the Ministry provides essential services, support, and regulatory oversight for individuals, companies, and other entities engaging in business or operational matters related to public infrastructure. This includes the regulation and certification of construction professionals, land use coordination, and enforcement of compliance with national infrastructure policies.
The Ministry also serves as a vital enabler of economic growth and institutional performance by fostering a results-oriented environment that encourages innovation and high standards across both public and private sectors. Guided by the principles of the National Transformation Plan (2025–2029), the Ministry is committed to delivering infrastructure that supports inclusive development, national cohesion, and the long-term resilience of Somalia.
