The Federal Government of Somalia has applied for financing from the African Development
Bank toward the cost of the Road Infrastructure Programme (RIP), and intends to apply part of
the agreed amount for this grant to payments under the contract for an Individual Consultant/
Technical Assistant – Procurement Specialist for Ministry of Public Works, Reconstruction and
Housing (MPWR&H) under the Project
The Technical Assistant/ Procurement Specialist will be responsible for planning, coordination and control of the project procurement activities in accordance with the
procurement plan, financing agreement and project documents. The procurement specialist
will guarantee timely acquisition of works and services to the required specifications and
consistent with the overall project budgets and objectives. The Ministry of Public Works,
Reconstruction and Housing is therefore looking for dynamic, motivated, creative and openminded individual for the post of Technical Assistant/ Procurement Specialist. The initial
contract duration is 36 man-months.
The Ministry of Public Works, Reconstruction and Housing now invites eligible individual
consultants to indicate their interest in providing these services. The ideal candidate must hold a
university Degree in Architecture, Engineering, Economics, Business, Law, Procurement,
Supply Chain Management, Commerce or a related discipline, and a postgraduate degree in a
related discipline from a reputable university. A professional qualification in procurement will
be an added advantage. The individual should also have at least ten years’ experience in public
procurement with at least five (5) years working on high value civil works and consultancy
services procurements using Development Partners’ procurement guidelines. Interested
consultants must provide information indicating that they are qualified to perform the services
(curriculum vitae, academic and professional certificates, description of similar assignments,
experience in similar conditions, availability of appropriate skills, etc.).
Eligibility criteria, establishment of the short-list and the selection procedure shall be in
accordance with the African Development Bank’s Procurement Policy, 2015 which is available
on the Bank’s website at http://www.afdb.org.
Interested consultants may obtain further information at the address below during office hours
08:30 – 16:00hours local time on Saturdays – Wednesdays, and 08:30 – 13:00 hours local time
on Thursdays except on Public Holidays.
Expressions of interest must be delivered to the address below by 23 August 2019 at 09:00hrs
