The Federal Ministry of Public Works, Reconstruction and Housing is responsible for managing, building and rehabilitating federal government buildings and the infrastructure of the country. Somalia Strengthening Institutions for Public Works Project (SSIPWP)
The SSIPWP project is the centre piece for building the capacity of the Federal Ministry of Public Works, Reconstruction and Housing (MPWR&H) and the recently established state-level Ministries and the Banadir Regional Administration (BRA) by developing more effective, efficient, inclusive and accountable institutions for public works and infrastructure.
The SSIPWP project is funded by the African Development Fund (ADF) and the Transition Support Facility (TSF) of the African Development Bank (AfDB) and implemented through a Tripartite Protocol Agreement between the Somalia Federal Government, African Development Fund and the United Nations Office for Project Service (UNOPS).
The purpose of the SSIPWP project is improve the capacities of MPWR&H, State-Level Ministries and BRA responsible for public works to enable them independently plan, manage and oversee infrastructure construction projects and maintenance of public works (Project Appraisal Report, 2016).
Purpose of the Position
Project administration officer handle a number of functions involved in the continued operations of an enterprise. Acting in an office management capacity, project administrators perform tasks necessary to keep a project running smoothly, such as records keeping, resource coordination, scheduling, and ensuring compliance with government and safety regulations. In a project that requires subcontractors, vendor assessment and contract negotiation may fall under the duties of a project administrator.
Scope of Service
- Chair and facilitate meetings where appropriate and distribute minutes to all project team members and Director General.
- Create a project management calendar for fulfilling each goal and objective.
Duties and Responsibilities, include, but are not limited to:
- Prepare, organize, and distribute all necessary project materials
- Organize and implement formulated policies and procedures
- Organize and Attend all project meetings and take notes
- Preparing necessary presentation material for meetings.
- Budget forecast and assess possible project risks and setbacks
- Maintain and update budgets as project progresses
- Calculate project metrics including quality assurance, profits and losses
- Communicate pertinent information between management and staff
- Strategically create project plans, creating a timeline and setting benchmarks
- Maintaining project records using an electronic records management system
- Maintaining and monitoring project plans, project schedules, work hours, budgets and expenditures.
- Documenting and following up on important actions and decisions from meetings.
- Ensuring project deadlines are met.
- Determine project changes and Provide administrative support as needed.
- Undertaking project tasks as required.
- Ensure project adhere to plans and all documentation is maintained appropriately for the project.
- Assess project risks and issues and provide solutions where applicable.
- Ensure stakeholder views are managed towards the best solution.
- Communicate pertinent information between management and staff
- Strategically create project plans, creating a timeline and setting benchmarks
- Supervise and delegate tasks to project team and other trained staff
- Set goals, provide motivation, and thoroughly support project team members
- Analyse project data and produce progress reports
- Foster positive and productive client relationships
- Any other duties assigned by his/her Supervisor
Required Qualifications, Experiences and skills
- Bachelor degree in business or related field of study.
- 5 years’ experience in similar field.
- Ability to work effectively both independently and as part of a team.
- Experience using computers for a variety of tasks.
- Competency in Microsoft applications including Word, Excel, and Outlook.
- Knowledge files management, transcription, and other administrative procedures.
- Ability to work on tight deadlines
- In-depth knowledge of our specific field
- Strong leadership skills
- Extremely organized and focussed
- Excellent communication skills both oral and written
- Ability to motivate and keep staff on task
- Propensity for multi-tasking
- Fluency in Somali and English languages

Purpose of the position
Assist and advise on processes, policies and procedures in line with current legislation, Public Procurement Policy, Procurement Directives and other relevant purchasing
Scope of services
The officer will report Head of procurement and keep abreast of changes in such legislation and guidance, and any updates to policies and procedures as appropriate.
Duties and Responsibilities, include, but are not limited to:
- Providing procurement support as directed by the Head of Procurement
- Assisting in and supervising the procurement of goods and services and other procurement activities as directed by the Head of procurement
- Assisting the Head of Procurement in grant specific requirements and best practice overseas procurement.
- Assist with the tendering, evaluation, placement of designated corporate contracts in addition to providing support to key strategic project and Ministry Public works reconstruction and housing federal Somalia.
- Advising and assisting RIPS project and Ministry stakeholders in procurements
- Administering supplier contracts
- Leading and monitoring supplier relationships
- Assisting in the implementation of supplier contracts
- Liaising with the Head of Procurement and Project manager in areas of commercial or reputational risk
- Assisting in the development of internal procedures and documentation
- Assisting in the ordering of key supplies and acting as a purchaser for some teams
- Helping to drive better procurement practice across RIPS project as well ministry
- Liaising with the Head of Procurement and the other key stakeholders to understand the value of key contracts held by RIPS project
- Feeding back departmental sourcing requirements to the Head of Procurement to help identify where aggregated spend might offer better value for money
- Communicating opportunities to achieve better value for money through better procurement practices and guidance.
- Assist with and advise on compliance reviews of existing contracts.
- Maintain records of purchases, pricing, and other important data
- Review and analyze all vendors/suppliers, supply, and price options
- Develop plans for purchasing equipment, services, and supplies
- Negotiate the best deal for pricing and supply contracts
- Ensure that the products and supplies are high quality
- Maintain and update list of suppliers and their qualifications, delivery times, and potential future development.
- Estimate and establish cost parameters and budgets for purchases
- Any other duties assigned by his/her supervisor.
Required Qualifications, Experience and Skills
- Bachelor’s degree in business administration, Procurement, supply chain, accounting, or related field preferred.
- Solid knowledge and understanding of procurement processes, policy, and systems
- 5 years previous experience as procurement officer or related position
- Proficient computer skills, including Microsoft Office Suite (Word, PowerPoint, Outlook, and Excel quick books )
- Ability to analyze problems and strategize for better solutions
- Ability to negotiate, establish, and administer contracts
- Excellent verbal and written communication skills-Somali & English
- Ability to multitask, prioritize, and manage time efficiently
- Accurate and precise attention to detail
- Ability to work well with management and staff at all levels

Purpose of the position
- The officer will report to the Head of Planning section and is responsible to coordinate the collection, compilation, consolidation and analysis of data to track programs/ projects activities, monitor progress and support impact measurement of policies plane project program of the MPWRH through effective monitoring and evaluation
Scope of services
- Reporting to the Head of Planning at MPWRH authority, the incumbent is responsible for to all program staff monitoring assigned of the ministry Public works FGS’.
Duties and Responsibilities, include, but are not limited to:
- Performs as an integral member of project teams to provide guidance and advice to ensure sound, client-responsive and innovative performance monitoring/management plans.
- Support planning and programming activities of the ministry by providing technical information on monitoring and evaluation outcomes.
- Designs and implements systems for the continuous monitoring and evaluation of the projects and programmers of the Ministry/Department/Agency
- Establishes and maintains monitoring and evaluation information systems or databases and ensures that resources are current, available for employees and widely disseminated
- Activating a proper monitoring and evaluation system systems to different projects and the ministry in general
- Develop and activate systems to assess the quality of project services.

- Collects data on inputs, activities and immediate outputs and reports on their contribution to eventual outcomes.
- Conducts field visits to obtain data in order to inform the design of performance monitoring/management plans where necessary.

- Assists relevant staff of the Ministry departments/Agency in the development of new projects/programmes, ensuring that all proposals include specific goals, objectives, outputs, indicators, targets and provision for adequate funding.
- Participates in assessments of new projects/programmes, as needed.
- Keeps abreast of monitoring and evaluation practices to ensure adherence to international monitoring and evaluation standards.
- Links or assists in the linking of evaluation findings to policy formulation, planning and budgetary processes of the Ministry departments/Agency.
- Prepares and analyses monitoring and evaluation reports for management to assist in its decision-making processes.
- Represents the Ministry departments/Agency on various committees and at t meetings, conferences, workshops and other fora as required.
- M&E officer will assist conduct the monitoring project progress of the ministry in support of Government’s development policies and programs.
- Embarking on monitoring evaluation of data collection communication of the ministry of Government’s and federal states members
- Able to data collection, entry and simple analysis
- Able to manage research data and databases including cleaning, analyzing and reporting data
Required Qualifications, Experience and Skills:
- Bachelor’s Degree in Administration, Information Management, Project Management,
- 5 years of Monitoring and Evaluation experience (essential)
- Capacity to produce high-quality briefs and reports in both English and Somali
- Ability to design M&E tools, surveys, surveillance systems, and evaluations
- Demonstrated ability to train and build capacity of others
- Strong interpersonal skills
- Bilingual in English and Somali
- Experience in working UN, INGOs and Government Institutions
- Demonstrated experience of working on projects or project data
- Experience working in research administration, including tracking and logging information in spreadsheets.
- Good level of proficiency in Windows Excel and quantitative analysis
- Experience of using MS Excel for managing information and computing
- Experience of using SPSS (or equivalent)
- Written and verbal communication skills –English and Somali

Purpose of the position
- The officer will report to the Head of Planning section and his or her responsibility will be to increase the overall influence, income and impact of Ministry public works, Reconstruction and Housing Federal well-being by leading core communications and media functions.
Scope of services
- The incumbent is responsible to manage the planning and production of compelling and issues-oriented project related, advocacy and publicity content (web-based, electronic, print and video) for effective donor and public engagement by Ministry.
Duties and Responsibilities, include, but are not limited to:
- Contribute strategically to development and implementation of the MPWRH FGS Communications Strategy and strategically support documentation and resource generation strategy.
- Planning & productionof compelling content for print, digital and online publications, including writing and editing of internal and external publications, website, presentations and other forms of communication;
- Effectively manage communication projects, job flow and delegation, and provide consistent on-time progress reporting to communication partners and stakeholders
- In collaboration with MPWRH FGS heads of departments/projects, support Communications team’s proactive partnerships to increase quality and impact of communication initiatives and components;
- Management of content creation, editing and social media roles for effective team work and efficient collaboration
- Provide accurate and timely management reports including Share Story Status, and C4D progress reports Web presence, Social Media Engagement, Publication Reports and MMR as required
- Review and edit all publications produced by the organization to ensure consistency, clarity and brand alignment;
- Take lead and optimize Social media engagement and vibrant presence across MPWRH FGS, partnership communications and media platforms.
- Ensure the secure and catalogued management of all communications digital assets.
- Set strategic direction for engaging media that will enhance the reputation and influence of publics for social and policy change
- Establish and maintain relationships with national media contacts and develop champions of MPWRHFGS’s issues, for greater organizational influence
- Maintain database of journalists and special interests
- Media Relations; ensure quality stories and messages are broadcast regularly on traditional and online media platforms.
- Provide guidance for media spokespersons on the ministry’s media guidelines and Protection policy.
- Plan and implement press briefings including press releases
- Monitor news relating to Communications and other development issues from print and broadcast media and identify possible response opportunities for each issue assigned by supervisor or designee from time to time
Required Qualifications, Experience and Skills
- Bachelor’s Degree in journalism, law, communication, linguistic or equivalent;
- 3-5 years’ experience working with communications and media in international NGOs,UN, or large Media Companies,
- High standard of copy and sub editing skills with proven ability to write creatively and edit communication narratives or resources and reports.
- Excellent computer skills; Graphic Design and desktop publishing skills an added advantage
- Fluency in English and ability to convey complex information in a straightforward, interesting and motivating manner
- Proven experience of training and capacity building in journalism, media engagement, video or communications.
- Knowledge of the principles of good design, content and editing
- Excellent communications skills and understanding of new and multi media
- Thorough knowledge of the communication and media industry with strong media links
- Must have good photography skills.
